As we wait for the last two Owners I have set up the league with the following parameters:

To rehash: Since the player belongs to the Franchise he has the most carded years for, if you leave someone off your draft card during the AD, you do not have to worry with someone else grabbing him. So basically we just have to fill our draft card with any of your Franchise players w/o that worry, so what I'm saying is fill your draft cards quickly and tweak afterward.

If the team a player has most carded years for isn't picked does the next team get him or is he ineligible?

If the team a player has most carded years for isn't picked does the next team get him or is he ineligible?

The rules on page 1 state:

For players who are carded to more than one team here's the tie-breaker:
Team with most carded years
If a tie for number of years, the team with the highest salary
If the team with the most carded years isn't selected in the 12 Franchises, then player would belong to the 2nd highest highest carded years, or the highest salaried card if years are tied.

So I'd say yes, if nobody takes Arizona you get Willie Bloomquist.
