Criteria for a *SP

I'm asking what it takes for a SP to be given every fourth day pitching privileges. Is it 30 starts even if the total innings fall below 200? Is that automatic (for everyone necessarily)?

I was thinking about Arrieta specifically. He has 31 starts and pitched 197 innings. I'm guessing he'll be given every fourth day status next year in Strat. Yes?

32 games (regardless of innings pitched) is automatic *

I've seen 31 and 30 games get it if innings pitched over 195.

My guess would be yes, but remember, any pitcher (even *) less than 200 innings pitched can be injured for 15 games

So for sake of discussion say Arrieta gets the *. Is being 15 game eligible reflected in his price? And wonder how much.
If there is much of a decline might contribute to making him a bargain because pitchers relatively speaking in my experience rarely get injured at all. So I could be getting a discount on something I will never get punished for.
