since it was not stated specifically, I made the tie-breaker:
1. championships won in previous year's 2 seasons.
2. playoffs made
3. head-to-head between teams.

I believe that the head-to-head rule you are referring to is
7) All ties between teams will be broken by the previous season's head to head win/loss records. If this does not break the tie, run differential will be used.
I take that to mean ties during the first season and how that sets up the divisions for 2nd season of that same year. I can look and see if it changes things though
