silly question... If the Orioles are taken by a manager...does he have an option on his next selection to pick either a primary or secondary or must he declare at the time of his pick? I told u silly question

Doc I would imagine that if they are taken on the first round , should be as primary and
If they are available in round 2 than a secondary

With regards to the Orioles, I don't think it really matters if they declare as primary or secondary; but if I am missing something and someone can explain why they should have to , I am all ears.
