I could be confused on the rule, but I think Billy would need to drop 11 off of his roster to be able to promote now. Am I interpreting this rule wrong? Please don’t get mad at me Billy, but I think you might be protecting one extra player...

4) Prior to the draft, all owners must drop enough players to bring their rosters to a maximum of 30 players; Owners can drop below 30 players, but must not have less than 25 prior to the draft. Prospect promotions can be made in lieu of late round draft picks, so owners must have between 25-30 players NOT counting prospect promotions.
