Technically since the FA draft has started, I do not thing a prospect can be promoted at this time. I think at the very least, the trade would need to be retroactively processed 'before' the FA draft, which would mean WJS would have to drop one player to get the roster back to accommodate adding Story and get WJS back to the pre-draft limit of 20. Since we are barely started, I don't think anyone would have a problem with that.
Otherwise, Story would need to remain a prospect until after the FA draft and then could only be promoted if another legal transaction occurs that opens a roster space for him.
Prospect Rules:
5) Prospects must be promoted prior to the spring free agent draft to be eligible to be rostered at the start of the first season of play
6) After the spring free agent draft is complete, Prospects can be promoted to the major league roster at any time, provided there is roster space available. Once promoted all prospects lose their prospect status, and cannot be demoted back to prospect status.
Player Movement Rules:
3) Prospects can be activated and promoted to the major league roster during the regular season provided there is roster space available to do so. Players with a full 30 man roster cannot promote a prospect
until there is room available to do so.
4) Regular players on the 30 man roster cannot be released in order to promote a prospect while a season is in progress.
I need Turtle as commish to make a ruling on this since I can read the rules as they are written, but I do not have the full history and context of why they were written the way they were written and the intention behind them.
