1. Random draw to draft your team.
2. Only playets on current 40 man roster available...ex: Romo belongs to Dodgers
3. A second drat of 2 FA's will be held. Team that picked 12thfor franchise will pick 2 free agents from franchises not drafted. Then 11 will pick 2 FA'x, etc. You may drop and trade FA's at will for other FA's but no trading franchise players.
4 $85 mil, NO DH and 95% free agent drop fee

you might get more participation if you make it 1/2 drafts....
i.e. draft a team's hitters or pitchers....
2 rounds serpentine.....
it evens the field quite a bit as the first picker gets either the best hitters or best pitchers then the 12th best (or better if folks evaluate staffs differently) pitchers or hitters....
