Let's do one more: Eric Thames MIL He has no card in the 2016 set; indeed has not appeared in MLB for 5 years, but he probably had cards 2011-2012. He's not a rookie like Mancini, but he won't get a card until next year, if then.

Good questions, cubit. In the original league rules, this was setup as a simple either/or situation: If you were not already on a roster, then...
- If you were carded, then you were eligible for the free agent draft
- If you were not carded, then you were eligible for the prospect draft
Recently, a number of managers have wanted to see a more pure definition, such that a prospect was somebody who had not yet played in MLB (even though MLB's own website does not follow that rule).
Anyhow, both Mancini and Thames would have been available as prospects under this league's original rules -- since they do not have cards in the 2016 season card set -- but will not now be available as either prospects or free agents this year, when the rule changes to "not appeared in MLB as of the end of the season of the current card set"
