Yeah unless anyone objects or can find precedence, owners may drop 3 players for supplemental picks plus as many players as necessary to promote the summer prospects they wish to keep.
I prefer we announce the drops prior to the supp draft so those players are available to everyone else where they are eligible in the upcoming drafts. Any summer prospect that end up not having an open roster spot to fill will be put back into the appropriate available pool.

I honestly can't remember how we've done it in the past. However, I believe it's been that you can drop enough players from your 40-man to have your three picks. And you can also promote prospects midsummer (as required by our updated prospect rules) and drop additional players to promote those prospects.
E.G. You drop 5 players, promote 2 prospects, and have your 3 picks.
