PROSPECT DRAFT
1) After the initial draft and after each year's annual free agent draft, there will be a four round prospect draft.
2) Each team will be able to select 4 prospects, defined as any player who: a) DID NOT RECEIVE A CARD for the current season; b) does not appear on TSN's website; and
c) is the property of an MLB team. In other words, no, those who have not yet signed as of the start of that year's draft are not eligible for the prospect draft.
3) The initial prospect draft is serpentine. Draft order for the initial prospect draft will be the reverse of the draft order for the initial free agent draft. All subsequent prospect
drafts are non-serpentine, with draft order determined by cumulative regular season win/loss records [for the previous card set]: Reverse order, worst-record first, NFL style.
4) Owners lose rights to all prospects they release. Released prospects are eligible to be drafted as either a) free agents if they are issued SOM cards or b) prospects again,
if they are not issued SOM cards for the current season.
5) There is no clock for round 1 of each prospect draft. All subsequent rounds will operate with a 2-hour clock, as in the initial draft.
6) Individual owners are responsible for their own prospect research.

To net that out a little for you.

First, to be eligible, the prospect must be under contract at the start of the draft.

Second, to be eligible, the prospect can't have a card in the current unleashed set.

Some clarification. A prospect can have a card in a previous year's card set. A player who missed the past year and didn't get a card in the current card set can be drafted as a prospect. For example, Victor Martinez was drafted as a prospect a few years back after missing the entire 2012 season and being cut by the team that had him prior to the year he didn't have a card.

Terry, I don't know how to interpret, "b) does not appear on TSN's website," in relation to the Victor Martinez example.
