Since "that year's draft" and "the prospect draft" are both used in that sentence, I infer that it is the start of the FA draft that would be the effective date required for prospect signing.
After all that parsing, I feel downright rabbinical!
I would say its open to interpretation as to the meaning of "those who have not yet signed as of the start of that year's draft are not eligible for the prospect draft". Its never defined what draft the rules are referring to. What is different with this league as compared to many others is that the prospect draft takes places after MLB draft, due to the start date, and that is fine, but like alot of other leagues, rules were copied from other leagues, but not updated to reflect what this league really wanted. If so true, highly regarded players would have been drafted last year, Benintendi, B.Rodgers, etc.
I think the only way to settle this is to vote on this as a league as to who and who is not eligible for prospect draft, as this will impact picks in this draft and I am fine with starting over once its know how this league will operate.
