In last year's prospect draft, players from 2015 MLB were drafted, Benintendi, Swanson, B.Rodgers, etc.

We need Terry to weigh in. That Appel and Gray were drafted in our league as prospects a few weeks after the amateur draft in 2013 is a matter of record. I don't recall the rules changing between 2013 and now. That Mickey Moniak, Nick Senzel, and Riley Pint weren't drafted last year is because no one took them. If they were under contract, they were eligible. JF, what do you recall?

It appears to me that "those who have not yet signed as of the start of that year's draft are not eligible for the prospect draft" is referring only to this league, since there is no mention of MLB.
Since "that year's draft" and "the prospect draft" are both used in that sentence, I infer that it is the start of the FA draft that would be the effective date required for prospect signing.
After all that parsing, I feel downright rabbinical!
