ANNUAL FREE AGENT DRAFT
1) A non-serpentine free agent draft of 5 rounds will be held each year after the playoffs are concluded.
2) Only those players who were issued Strat cards for the current season and appear on Strat’s website are eligible for the draft.
3) Draft order is determined by the previous regular season win/loss records: Reverse order, worst-record first, NFL style. Ties between teams will be handled as in the League Setup rules.
4) Prior to the draft, all owners must drop enough players to bring their rosters to a maximum of 21 players. Owners can drop below 21 players, but must not have fewer than 18 prior to the draft.
5) There is no requirement for a team to drop a player who is not issued a card in the new year's set. For example, if a star player from 2007 is injured in 2008 but will be able to play again in 2009, then that player can remain on a team's 28-player roster while using the 2008 card set.
6) Player drops must be announced prior to the beginning of the annual draft.

ANNUAL WAIVERS & FRENZY
1) After 5 players are drafted for each team in the annual free agent draft, owners will load their teams into the league for the new season. Initial selections on the draft lists will be for new players to add to each roster, beyond those kept from the previous season or selected in the annual draft.
2) At the completion of the waivers period, a standard Strat frenzy will occur, in which teams will fill out their rosters to the maximum of 28.

So if you drop to 18 and draft 5, then picks #1 and 2 in the team you load into the league will be players that others may be trying to draft, too.

After that, there will be a waivers period, where you try to fill out the roster again, followed by a frenzy to pick up whoever might be left available at that point.

KInda like a freshman mixer, back in the day...

just making sure how this works. If I want to keep a guy that is uncarded in 2008, he counts as one of my 21 right? so on my AD list I'd have my 4 rounds of drafted players in the upcoming FA draft and an extra guy that I put on AD card to round out my roster. Is this accurate?

Interesting question -- and one not explicitly covered in the rules!

The answer would appear to be:
a. Max roster prior to draft is 21
b. Max roster after draft is 28
c. There's a 5-round FA draft
d. (21 + 5) < 28, so everyone has 5 picks (unless traded away)

There will likely be a number of variants in team activity, though, including:

1. More picks: And speaking of trades, some managers may be holding more than 5 picks -- which is okay. For example, if a manager has a roster of 21 prior to the draft and then then drafts 7, that's still within the post-max rules. 25 would be loaded into the league at start-up, but all 28 would still belong to that team.

2. Fewer than 25: On the other hand, if a team keeps 18 and drafts 5 (or fewer), then there would be a number of picks to be filled via the autodraft - waivers - frenzy mechanism.

3. Uncarded players: Likewise, since there is no requirement for a team to drop a player who is not issued a card in the new year's set, a team might keep 20 carded players and 1 uncarded, and then draft 5 to get to the 25 to be loaded.

4. And other variations, too, I expect...
