Id suggest to you that the interest isn't there precisely because of the lack of communication and the slow process for completion.
A month plus after the decision its no longer big on most people's radars;
and over time its caused a bunch of people to no longer bother at all except maybe when it comes time to vote.
I'm again not saying you are doing anything wrong here, or that id do anything different.
