Oswaldo Arcia is playing in Japan. I am unsure if any MLB club still has him under some form of contract. Probably not. As best I can tell from the rules, I can keep him on my roster (at this stage, he's on my active roster). If I cut him, he can't be drafted as a prospect unless someone can show he's under contract with a MLB team. I am unsure how to do that, myself. I could sniff around with some searches in google. Does this sound accurate, Terry?

As an aside, he's playing with the Nippon Ham Fighters. He appears to be starting most games and is hitting modestly. There is some speculation he's morphed into a defensive whiz as he routinely turns pirouettes standing on the dugout in between innings to amuse the fans.

You are correct that you can keep him on your roster, if you wish. He might come back as an Ortiz-style DH at some point. If you release him, he will not be eligible for the FA draft, since he is uncarded. He will also not be eligible for the prospect draft, since he elected free agency last November and is not under contract to an MLB team:
