Higher tier league

Playing devil's advocate here: The only teams with a total roster value over $100m are WAS ($108m), HOU ($102m), LAD ($104m) and NYY ($103m) and I still think the roster limits take care of part of that. Example: Those four teams have 16-18 pitchers each, and they aren't $500k scrubs (each team has 10-14 pitchers that are $1m+) so you'll have to chop them down to 12 max no matter what.

So I guess it depends on if you think a) the total team values of the top 4 teams aren't that far over the salary cap (so may as well raise it to include all players), or b) if having a slight restriction on the top 4 teams would help with parity at all.

By the way, I'm saying this knowing that the highest dollar value franchise could still be there when I pick.
