In non-DH leagues, will the system ever use a good-hitting pitcher (i.e., 8NR) from the bullpen as a pinch-hitter?
Yes, but only if all bench players have been used--I have had 2 PH HRs by pitchers, one by Strasburg (2012) in a long extra inning game, and one just a couple of days ago by Wainwright---I had 4 injured players and no other non-pitcher on the bench in this game. One quirk though is it doesn't show in pitcher hitting stats, as he came into the game as a PH--doesn't register in team stats either.
