what do these values mean and if u want to minimize relief pitchers what value do u put in for the starters
F0 thru F8

It can be found in the help section. But that is their fatigue rating. F9 is not fatigued at all, F0 is totally out of gas. If you set a pitcher to not be pulled before F0 he will stay in the game pretty much no matter what.
