Of the first 8 picks, 6 are hall-of-famers. There is no question that Dick Allen's hitting numbers are hall-worthy. Reggie Smith is an interesting player. He played on a lot of good teams and his numbers compare very favorably to Tony Perez" Reggie Smith was a career .287 hitter, .366 obp, .489 slg, .855 OPS, 64.6 WAR, as compared to Perez' .279, .341, .463. .804, and 54.0 WAR. Smith played in 4 world series, most memorably hitting 3 homers for the Dodgers in 77 while losing to the Yanks and the more famous Reggie (5 hr). Plus Reggie Smith was an excellent runner and one of the best outfielders of his era. But he had some injuries that limited his career to "only" 314 HR and 1092 RBI (the Big Dog had nearly 3000 more AB to account for his 379 HR and 1652 RBI).
