Bob, I traded my first rd Supplemental pick to fowldog during our FA draft. Therefore, am I required to cut three players to add two?

Nope Fowldog corallary. If he traded the first round pick he needs to still make that drop. There are no picks until drops are made so technically he can’t trade away the pick without the corresponding drop.

Fowldog still cuts three but will be done in round two. He’s forfeited his third round pick by acquiring the extra first rounder.
