Proposal to amend rule 5 in the prospect rules to the following rule starting in 2020:

- Prospects must be promoted prior to the spring free agent draft to be eligible to be rostered at the start of the first season of play. The only exception is If a roster dips below 40 due to a trade after the annual FA draft.

- Prospects must be promoted prior to the spring free agent draft to be eligible to be rostered at the start of the first season of play. The only exception is If a roster dips below 40 due to a trade after the annual FA draft.

*I believe this is the intention of the rule as is but obviously not currently worded like that. For example that is why I promoted Buehler instead of waiting to promote him as my last FA pick. That said if we are currently allowing it to work that way I will also take advantage of the rule and promote Ohtani with my last pick.
