7) In between the 2 seasons there will be a supplemental draft. This draft will be limited to 3 rounds just to keep things manageable . The annual draft in between SOMO seasons has unlimited rounds, so you can draft as many as you drop. The Supp draft will only be 36 picks in duration, and no picks after those 36 (to get to a 40-man roster) will be allowed. This means if you trade a supp pick prior to the draft, you will only have 2 picks left and will not get to add a player later. You will still have the option to promote a prospect to get to 40. If you obtain an extra supp pick, you may drop additional players to accommodate the extra picks as needed, but the total number of supp picks will remain 36.

However the line you bolded Dave is referring to the Spring free agent draft. You can only make the extra drops if you have extra picks. The last sentence is what applies to ernie's situation.
