You can submit the claim but if both are successful only the first claim is valid. You will need to drop the second player-in your example the replacement for jack clark and reclaim Jack.

And if I only have one waiver claim, again, to exchange Will Clark, and I don't get my waiver pick, can I decide to exchange a different player after the waiver draft?

Yes. If your waiver claim is not successful, you are not bound to drop that player.
