I am playing near my home at Battlefield Golf course near Richmond, Ky. The course was built about 20 years ago on some land that a civil war battle was fought. The battle of Richmond. There were quite a few significant civil war battles fought in Kentucky. The course is great and has wide fairways that suit my game well

That said, the roster size was 25 then, not 28. I suggest we limit the size of the roster to 25 during the initial draft, and then rosters can expand to 28 once everyone has selected.
I forgot who but there was a manager who would draft the cheap Duffy and Wood to prevent others from using them as part of his strategy. Hopefully everyone in this league will do the right thing.

I'm pretty sure it's true. If you spend all your cap and only have 23 players, you wont be able to add or subtract. I'm not saying you cant change your roster, I'm just saying you have to get to 24 players UNDER the Cap before you can drop a player you've selected.

I'll second that - happened to me as well as several others in the recently concluded 12 round franchise dream-team leagues of BDWards this past year utilizing this live-draft/free agent method.
