Just my opinion...but the fact is that the top Nov challenge team currently is in a league where they are the only team with close to a 100M salary...and 113 wins...while all others in the league have about 65-85M.
The league is a gimmick league based on the league rules, and at least one person pointed out to me they think it would be impossible to field a team under the league conditions specified to meet 100M salary. (Rule was pitchers greater than a 4 ERA, and all batters a 4 fielding range or worse). I did a quick check--there were dozens of qualifying players at each position over 5-7M depending on position, and it's only a 12 team league. So it does not seem plausible that only one team managed it. But is it impossible it is just a lucky quirk for one manager? No I cannot say it is impossible.
So the fact is one team did manage to be within a few thousand of the 100M cap, and no one else is even close. Playing a league with such a disparity does not honor the intent of SOM's fair play guidelines and is a proxy for salary dumping, IMO, regardless of intent. But how to enforce that? I can't think of a way SOM could ever enforce that kind of thing.
