Good question. I didn't think about it specifically, but I would say yes.

I would say "no", only because we made that determination in the first mini tournament that we started. If we decided NeL was not a franchise then (and in our subsequent contests),it was understood they were not a franchise now. I would vote they should be FA for waiver for all.
