Who knows if you can really attribute a pattern. But, my guess is they're targeting the last Thursday in February. If that slips, they won't do it on Friday (probably out of consideration to their technical teams' risk of getting hammered entirely outside of normal working hours into the weekend). So, I guess it will be Monday, March 2.

Last 2 years waivers didn't run on time for leagues drafted first day. I hope they remember to turn it on this year....

As stated before, nothing was promised..we are all going by recent history and assumption on their release. They surely monitor the posts and with all the customers wondering, it would be nice for them to post a quick message stating where they are with everything....but, alas it is Strat on line and they are the absolute worst at communicating with their customers than any business I've ever dealt with....so, dont expect a thing just keep checking...lol.

I Absolutely agree with you, Strat is really bad at communicating with their customers. Maybe it's the lack of competition ?

Correct. Plus we are all addicts. No need to treat addicts well. They won’t leave. ;-)
