I noticed at least one park was out of compliance last season (when I checked the rules this week) but decided to insert the reminder here rather than make an issue of it. I didn't notice it in season 1 so that's on me. I looked the rule up myself and have posted it below. From page 21 of this thread:
Super Team Combined Live Draft Tournament
This will be a three season tournament, using 6-team leagues, a 250m cap, 5-20% drop penalty, and franchise ballparks.
We will first live draft individual players in a 6-round 'player' draft. Every player is eligible to be drafted. This draft will be followed by a 4-round live draft of franchise teams, in reverse order of the player draft. Drafting will take place in this forum thread.
The cards drafted in the player draft will no longer be associated with a franchise; if you select a player like Barry Bonds in the player draft, the manager selecting the Pirates and Giants franchises may not draft him and will have no rights to him.
Players carded to the unselected franchises and pre-1900 players who don't appear on a team drop-down roster will become free agents at waivers and for the entire season. Any player who is carded to more than one team, and one of those teams is a free-agent franchise, will be considered a free agent if left undrafted by the team with franchise rights.
Initial draft order to be determined by randomizer results. Each player will be assigned a number (see below) before the randomizer runs. Where that player's number falls in the randomized sequence becomes that player's draft slot for the player draft. Draft orders for subsequent season will be based on the prior season's standings - worst to first order. Any ties will be resolved using SOM tie-breaker rules.
You may trade any player that you have the rights to, via franchise, free agent, or prior trades.
