I don't understand why teams would ever be allowed to go over the cap in the first place. It's clearly stated in the rules that this is a hard cap and you have already warned us about watching our cap space as we make our final picks in this initial draft. Surely nobody's going to be allowed to go over during this draft. It's also stated in the free agency rules that you can't make an offer that will put you over the cap. As far as trades go, in a normal keeper league I believe there are allowances made to drop a player if you make a trade that puts you over the cap to get you back under. But in this league we can't just drop a player mid season to get rid of a contract, so if there are going to be some allowances made for trading purposes, it would have to be during the off season wouldn't it? Personally I don't have a problem with just having a hard cap that you are not allowed to exceed keeping in mind that you may need some cap space if you have players awaiting their final arbitration price. If you think that's too harsh than let's at least agree to keep it to a bare minimum and apply whatever penalty you think is fair.
Just as an edit, I think I should have asked you Phil what circumstances do you anticipate leading to teams to going over the limit? Initial draft (an easy no imo), trades, free agency, arbitration results or all the above?
