I have a feeling that the reason that SOM limited the bullpen roles to two is that if three were allowed, many managers would pick these three for their top reliever: 1) Middle Man, 2) Setup and 3) Closer.
That would serve to maximize the number of innings that RP would pitch, and--barring the other bullpen fixes recently implemented-- the number of IP by one's top reliever might pretty nearly approximate what Super Relievers have done in the past.
If a manager can only choose two of the three options above, then that makes a big difference. I understand the urge for more controls, but at the same time, I understand why the control options have been limited to two. It's a decision that I tend to agree with, though I think we have to wait and see how it turns out in practice.
