And / or vice versa. I designate and autodraft 27 Ruth, miss on some other players in the autodraft and now have money left over. Looks like I can upgrade 27 Ruth to 21 Ruth with the left over money.

No. If you put 27 Ruth as your choice on the ILC board, you cannot upgrade him later.
