Bullpen logic flaw?

They really F-ed things up worse with the new rules.

Each pitcher should be able to fill at least 3-5 roles. This two role limit is a total fail!

I have a theory that limiting the Middle/Setup/Closer usage isn't the problem.
All the other tied late, all the 9+, behind late, etc roles are left empty because we can't put an RP in a 3rd or 4th role.
Tied and late, HAL looks for a name in the role, and nothing.
HAL puts in Roberts or Garman for 2 innings with a rested guy on the bench.
