Just to flag: I see that owners are looking to add more than three players. The rules state that the draft can only be three rounds/36 picks. Does that mean the owners with less than a full roster can pick at the back end of the third round if other owners forego a pick, or do they need to trade to acquire picks?

I'm also ok changing rules if that's not the intent.
