That's not how Sec. 9.08 reads, it says I'm only responsible for a long-term contract, or the contract of a player with more than 6 years service time.

That's what we are forced to do because of the lag between the real life season happening and us getting to play the season in stratomatic. Yes, very weird. I'd really prefer to go through free agency first, then make decisions on arbitration, renewals, or extensions. Getting a certain player in free agency very likely could affect what I want to do with my controllable players. Now I have to decide on 2021 controllable players first, then go into 2020 free agency. Seems backwards to me.
It actually does make more sense to do the free agency first. We would still have to have the 2021 contracts done before the real life season starts of course. It would require a rule change and maybe Philip might have a good reason for doing the contracts now.
