Proposed Rule Changes:

(1) I propose that we revise Article IX Section 7 from

CONTRACT EXTENSION AND ARBITRATION DECISIONS: Team owners will have to make decisions about offering players contract extensions or going to arbitration by Nov. 30 for the upcoming MLB season. If a player with an expiring contract is not offered an extension then he will be considered to have been released. If a player is under control but not eligible for arbitration then he will be considered retained for another year. If you wish to release an arbitration ineligible player then you must make that announcement by the Nov. 30 deadline.

to

OFFSEASON ACTIVITIES AND DEADLINES:
A. PLAYER CUTS: Team owners will have to make decisions about cutting players under contract by Nov. 30 for the upcoming MLB season. Released players become available to be picked up on waivers (see Article VIII Section 3), but the team owning the player remains responsible for his contract until the player contract has been picked up on waivers or until the contract expires.
B. CONTRACT EXTENSION AND ARBITRATION DECISIONS: Team owners will have to make decisions about releasing players, offering players contract extensions, or taking the player to arbitration by March 31 for the upcoming MLB season. If a player with an expiring contract is not offered an extension then he will be considered to have been released and becomes a free agent. If a player is under control but not eligible for arbitration then he will be considered retained for another year unless he is actively released. If you wish to release an arbitration ineligible player then you must make that announcement by the March 31 deadline. Remember, these decisions affect player contracts for the upcoming MLB season and the subsequent SOM season, and do not impact the SOM card season about to be played.

The rule changes pass.

Three owners still need to check in before Monday. I’ve emailed everyone, I will PM next. If you are in a league with any of them, please reach out.

Phil,

1. per Rule 10.3 will you start a thread on 12/1 that contains a list/spreadsheet link to all players eligible for free agency?

2. To clarify my understanding of Rule 10.2 does a rookie hitter with 75 PA during the 2020 season become eligible for FA signing but a rookie with 45 PA does not?

3. For the FA bid and sign period between 1/1-1/31 is it a free for all where whoever gets to the computer first can blurt out as many bids for as many players as they want, with all subsequent teams having to beat the bids for those players? Or will there be a prescribed rotation and order for the bidding where each team throws out 3 guys at a time?

4. Is it the case that if you bid on a player and nobody else bids higher by midnight you must sign the player for that winning bid?

5. Is midnight on east coast time, so 9pm on west coast?

6. If i throw a player out for bid, can I withdraw that bid as long as it’s before midnight in case I change my mind about wanting the player? Perhaps because I’m winning the bid for a better player at that position, etc etc.

Thanks,
TN

1. Yes, but my list will only include carded players from 2019. There may be other players, for example players who were carded in 2018 but not carded in 2019, who are eligible for free agency. Aaron Loup, for example, hasn't been fully carded since 2018 and thus would be available through free agency (assuming we COVID prorate the ip and ab minimums).

2. No. The rule states "Unsigned carded players from the previous SOM 365 season, and players with more than 6 years of service time and an expiring contract, are eligible for free agency. In addition, MLB players who were uncarded the previous SOM 365 season, and who had at least 50 at bats or 30 innings pitched during the current MLB season, will be eligible for free agency. [Note, this means that players with no MLB experience prior to the 2020 MLB season, but who are carded in the SOM 2020 season, are still considered prospects and not free agents for the purpose of our annual prospect draft]." Any player whose first major league experience was in the previous MLB season (ie. 2020) is considered a prospect. Any player who had MLB experience the previous season (ie. 2019) AND had at least 50 at bats or 30 innings pitched in 2020 is eligible for free agency. This is meant to cover players like Aaron Loup (again assuming we prorate the ab and ip minimums due to the COVID shortened season).

3. We will use the procedure adopted for the summer free agent signing period. Teams will bid on players in reverse order of winning records with the bottom 3 teams starting the bidding, one player per team. Once a player is signed the next team gets to make an offer on an unsigned free agent. This will continue until all roster spots are full. There should always be three players being bid upon at any given time.

4. Not exactly. If you bid on a player and no one else beats your bid in a 24 hour period then you win the bid. For example, you bid at 9:00pm est on day 1, another owner bids four hours later at 1:00 am est on day 2, and then you bid again at 7:00am est on day 2 without any further bidding, the player becomes yours at 7:00am est on day 3.

5. The midnight time is no longer relevant with the 24 hour settlement procedure.

6. All bids are final and cannot be rescinded. Do not make a bid unless you are willing to sign the player.

Thanks for the quick answers, I only have one follow up. Are you sure that a max of 3 players being bid on every 24 hours will give us time during 31 days in Jan to fill all empty spots on our 12 40 man rosters? 31 days x 3 players gets us to 93 by end of January. What if there are more empty rosters spots than that league wide?
