I'm confused... are at least a majority needed to change the rules?

I can understand where you are coming from. We're not changing a rule however. It's being suspended due to a once in a lifetime (hopefully) event. Beyond 2021 our FA draft will occur in January. Since there was no majority the tie goes the commishes way.

Then why put it to a vote in the first place? I'm being oppositionally defiant here, because... whatever... and in the grand scheme of things, I don't really care that much... but it hardly seems "Hard Core". You may also have to unilaterally change the name for a year to "Hardly Core" or "Hapless Covid" or "Highly Compromised" Keeper League.
