I haven't opened a league in a while. Does the new system allow the ability to just invite all, and then be able to put them into divisions?

Yes it does. Just choose "NO" at the Randomize division assignments question and you're good to go. And then make sure to not set your team as ready for the draft until everyone else does, that way you won't miss it.
