Discrepancy on number of players available in ATG-9

I'm about to sign up for a new league for the ATG-9 season, and the signup page says "Play ball with 5,365 legends of the past and present!". However, the player set browser has 5,593 ATG-9 players available including the recently added players. That's a discrepancy of 228 players. So, does this mean a) the text on the start a new page is not up to date but a new team now will include all new ATG-9 players, or b) starting a new team will not yet include the recently added players?

I assume the answer is (a), ie all new ATG-9 teams include the recently added players despite what's on the start a new team page. Does anybody know?
