From my understanding, some base stealers, like Milan (20-16), are rated a 20 with a good lead, but still a 16 even with a bad lead. He's probably gonna try to go with that 16 even if his lead is bad.
Browning (15-6) is a 15 with a good lead, but only a 6 with a bad lead. This is probably the reason; if Browning doesnt get a good lead, he doesnt go.
