Would the Commish (now Bob) be the one to rearrange the divisions at the end? I know there a bunch of commish functions, but I didn't know we could rearrange the teams in the division.

Correct Kev. The first to enter the East (and stay) is the "Commish" and can edit league settings. I'll put everyone in the correct division after the league fills. Here's what the Edit page looks like:
