Starting in round 3, there will be a 4-hour time limit for everyone to make their pick. This clock will apply from 9 am EDT to 10 pm EDT. After the 4 hours is up, the next person on the board can make their pick and the person who has been skipped can make their pick at any time.

Question - let's suppose Fench doesn't pick for 4 hours and Yountfan goes ahead and makes a pick. Can sphilipp then immediately pick, or does he need to wait an additional 4 hours? [I know in the NFL draft there is no need to wait - a skipped turn is a skipped turn].

Good question. When a pick is skipped the draft carries on as if the pick was made. So, in your scenario, once YF picks, sphilipp can then pick and so on. It's up to the person who was skipped to catch up when they can - the draft doesn't wait after they've missed their 4 hour window.
