365 Autodraft Franchise League observation

I have noticed that, in Franchise league autodrafts, teams inevitably receive players that are ineligible to be on the respective rosters. For instance Giants, and Pirates have the opportunity to draft Barry Bonds, but of course only one will get BB. Most times this results in next best available player going to the other team, regardless of Franchise affiliation.
This in turn results in teams having players that should not be on their pre-waiver roster. This happens especially in high salaried leagues.
IMHO, commissioners in these type leagues should require teams to draft a full roster of 28 players, or in the least enough players they can drop before waivers to cover any possible loss of high value player and subsequent drafting of another Franchises (ineligible) player(s).
This may not cover all instances of inadvertent pickup of another teams franchise player.
For instance SF wants Bonds and say Gaylord Perry, as does Pitt, and Cleveland respectively. There is a good chance that Giants will get another quality player from a different franchise, and would then be required to drop one or both of those drafted. If they only draft 24, the system will not allow them to be dropped until waiver period. This has caused many issues in some leagues. Giants, and all teams in these type leagues should draft 24 or 25 they want the most and fill the last 3-4 spots with only their exclusive franchise players, expecting to drop the 3-4 other franchise exclusive players they have autodrafted, but are not entitled to retain.

I would be happy if they upped the minimun number of players to at least 26.
