Okay, in order to change one rule, we need to change three. Here are the three proposed rule changes. I'm assuming that everyone who supported the first two changes will support the third, but feel free to change your votes below. In the interest of brevity I will only have one vote tally for all three changes.

First change:

Section 6.02    Each team must carry no more than a 40-man roster. In the event a transaction sends an owner's roster above the 40-man limit, said owner is allowed 1 day to release as many players as necessary to get back to the 40-man limit.
(a)     However, the owner is responsible for the player’s salary for the duration of their contract.
(b)     If an owner has less than 40 players due to uneven trades, the owner cannot bring his roster to the full 40 until a free agent signing period, whether winter or supplemental. (see player movement).

(b)     If an owner has less than 40 players due to uneven trades, the owner cannot bring his roster to the full 40 during an active season (see player movement).

Second change:

Section 7.04 Regular players can be released from the 40 man roster only for the following reasons:
(a) pre-draft release prior to the Annual winter free agent draft
(b) pre-draft release prior to the Supplemental free agent draft
(c) to bring a roster down to the 40 man limit as a result of an unbalanced transaction.
(d) teams are responsible for the remaining contract, if any, of released players.

change to:

Section 7.04 Regular players can be released from the 40 man roster only for the following reasons:
(a) pre-draft release prior to the Annual winter free agent draft
(b) mid-season release between the end of season 1 and the start of season 2.
(c) to bring a roster down to the 40 man limit as a result of an unbalanced transaction.
(d) teams are responsible for the remaining contract, if any, of released players.

The third change:

"Section 8.03 WAIVER CLAIMS: Players who have been cut by a team, but who are still under contract, are eligible to be claimed by any other team assuming the team has roster and salary cap space available. The waiver claim priority is determined by the draft order of the most recent prospect draft. The team claiming the player assumes their contract and salary."

Revised Rule:

"Section 8.03 WAIVER CLAIMS: Players who have been cut by a team, but who are still under contract, are eligible to be claimed by any other team assuming the team has roster and salary cap space available. Teams can make waiver claims if they have an available roster spot (See Player Movement rule). The waiver claim priority is determined by the draft order of the most recent Free Agent signing period. A claim must be posted on the Moneyball Chat page. Once a claim is made on a player, all other teams with a higher priority ranking have 48 hours to place a competing claim. If no other team claims the player then the last team making the claim gets the player. The team claiming the player assumes their contract and salary. Waived players with with six years of service time remaining become Free Agents after their current contract expires."

I've added a sentence about cut players with service time remaining becoming free agents at the end of their contract.

Phil, a rules question before our FA draft starts tomorrow.

Rule 5.06 says that we can drop ballparks with an eye towards drafting a new one if the park's numbers change by a certain minimum amount but must do so before "the spring free agent draft" starts.

This effect of this is unclear to me. We have a main winter FA draft, and we had a summer supplemental in between seasons 1 and 2 for a card set, but we eliminated the supplemental by vote. We don't have a "spring" FA draft. And we won't know our 2022 ballpark ratings before tomorrow's draft starts.

Must we announce now that we'd like to drop our ballpark and pick up a new one in the supplemental ballpark draft that follows our FA draft? And how are we able to do so given that ballpark ratings haven't been released yet? We don't know if any parks are drop eligible at this point?

I'd like to retain the option to switch parks but I don't want to "drop" mine yet since I don't know its ratings yet.

Good question. I took this rule from the standard league rules, but it doesn't exactly fit our situation. I'll adjust the rule to fit our league timeline, but it doesn't matter for this year as you can only change ballparks after six SOM seasons.

The rules also say you can change earlier than 6 seasons if the single and homer factors change enough. Someone changed a park last season so we need clarification now.

I thought you didn't have to wait the 3 years if you met the +/-6, +/- 15 changes spelled out in the stadium rule.

Ah right. Sorry, balancing work and the draft at the same time. Yes, the problem is we don't know if the stadium changes this much prior to the release of the cards. Since the FA signing period is over before the cards are released, we would need to allow teams to change their stadium, if they qualify, after the FA signing period ends and before the season starts. I do not have a problem with this interpretation since it is standard practice for SOM leagues to do this.

Are their any objections to interpreting the rule to allow for qualifying teams to change their stadium after the FA signing period is complete?
