Two tier franchise draft

League rules: This is the primary rules boilerplate. Please read as they are somewhat more detailed than what I sent in the invitation email. There are no changes, just clarifications.

This is a 6-Team league, waivers, DH, 999m Cap. There will be a ten round, two-tier draft, held on the ILC boards. A randomizer will be used to determine draft order. We will use the order of signup to resolve the randomizer results. To avoid confusion, when the randomizer results are in, the order of the randomized numbers will be the order of the draft using the corresponding numbers in the signup. The first tier of the draft will be five rounds of drafting individual players. The rights to players taken in this round will be exclusive (unless traded) irregardless of franchise affiliation. This tier will NOT be a serpentine draft. The order of drafting in this tier will be 1-6, 6-1, 6-1, 1-6, 6-1. Following the tier one draft, there will be a 5 round franchise draft held in the reverse order as tier one 6-1, 1-6, 1-6, 6-1, 1-6. Any franchise that is on the drop down menu can be taken in tier two including NEL. In the auto draft you may select any player that has a card for one of your five franchises, except the 30 players taken in tier one. Tier one players do NOT have to be placed on your auto draft list, as you retain exclusive rights to those players throughout the season. At waivers, untaken players from the one unselected franchise as well as untaken players for teams not appearing on the drop down menu (Ex: Sweeney, Barnes, Hecker, Seward, Baldwin) are available to be selected. If a player has a card for a chosen franchise as well as a pre-1900 franchise, and that player is not taken in the autodraft by the chosen franchise, he will become a free agent (Examples: Keefe, Radbourn, Jennings, McGraw). For purposes of this league, Duffy can be drafted by the Braves or Orioles (unless he is selected in tier one). If a player has a card for any of your franchises, or was selected in tier one, you may use any card that player has. You may choose any ballpark. Transactions are unlimited in both type and number. Trades are unlimited and unaffected by franchise affiliation so long as each team had the rights to the players they are trading away either through franchise, free agency, or an unbroken chain of trades beginning with a team that had franchise or free agency rights. Trading away a player trades all of your rights to that player, so if the player is released into the free agent pool you may not claim that player back. However if the player had split franchise rights, the team that did not trade away those rights could claim them. Example: If the Yankees traded Mickey Mantle to the Dodgers, and the Dodgers released Mantle into the FA pool, only the Dodgers could claim him back. However if the Yankees traded Reggie Jackson to the Dodgers, and the Dodgers released him, while the Yankees could not claim him, the A's or the Angles could, in addition to the Dodgers.
