can the franchise tag change from year to year?
or is it one and done until said prospect is promoted or cut?

The way I read the rule, it's one and done until they are promoted, cut, or traded. I assume the franchise tag doesn't travel with them in a trade. Plus you can't reapply until after the next prospect draft (so, for instance if I promote Adley Rutschman next year, I couldn't place it on a current prospect like CJ Abrams before next year's FA draft).

Honestly, this rule makes my head hurt a little bit. I wouldn't be opposed to eliminating it in future years.
