another question can i promote 2 rookies and drop two players from roster to utilize my minor picks

Only before the draft, during the drops / promotions stage. Not during the draft.

No, because they stopped being your picks once you reached the limit.

This seems rather Un-American in many respects although quite sympatico with the current zeitgeist

are we permitted to activate prospects during the season? For example, if I was down to 39 players on my roster as a result of a trade could I activate someone like Lynch who I declared as a prospect prior to the draft but who is a carded player?
