If the changes are due to random factors like hitters hitting more or less homeruns, etc. thereby changing some factors, then no- it's still the same park- the park didn't change, only the hitters and pitchers played it differently- more or less homers, etc. causing Strat to adjust their ratings. The parks in Strat change somewhat every year-some more than others.
But if the park dimensions changed then maybe there is a opening for a rule change stating that if the dimensions change, then it is, effectively a different park. I checked Chase Field to see and this is what came up.
Chase Field singles have remained the same ratio for the past four years- 15-9, 15-6, 15-7 and 18-12, the left handed home runs were 8,7,6 and 9, so they stayed basically the same, the right handed home runs did go down 3 from last year from 6 to 3. Hopefully Chase will be a good home park for you this year--
