Is the 11th round AFTER the last round?? If it's not his add on pick to get to 40 should be after all other picks have been made in a supplemental round. He does not get to add picks once the draft order has been set and determined by the cuts players have made. That's the way it has always been done. Check every other priors years' drafts for reference
