How is a 24 division schedule set?

Everyone plays 12 head-to-head in division (5 x 12 = 60 total games), 3 games each against 1 random out of division team (2 x 3 = 6 more games), and then 6 games against the other 16 out of division teams (16 x 6 = 96 games).
