I find HAL to be way too judicious in terms of using the best reliever. Always trying to "save" him for some theoretical future situation, to the point where if you go setting-less, your best reliever will end up with the least innings. Which is obviously stupid (and yet also not too dissimilar to what MLB teams did up until around 10 years ago).
I guess I’m confused. You got 1400 innings out of your 4 starters. You obviously drafted four S9 and set them to F0 (or close). You won 95 games. How did you want HAL to manage your bullpen, if I can use that term? It’s less of a bullpen than it is a parking lot.

I'm not sure why you're confused. It's a pretty simple. HAL should use your most expensive pitcher more than 4.2 innings a season?
You set your team up as four Aces. You state you don't use any of the relief settings. While the settings are limited in Bullpen 3.0, they are there for a reason. I don't have any problems getting my top reliever to pitch the most innings.
IMHO some people scour results daily to try and find things to complain about.
